With the development of society, people not only pursuit the material satisfaction,but also pursuit the spiritual satisfaction, especially into the21st century. Thedevelopment of the information technology promotes a large number of new industries development, and the development of the Internet has greatly changed the way whichpeople lived with. In the21st century, people want got information by themselves asthey want, not like the traditional television media as a passive acceptance ofinformation resources. Video on demand technology is in this context. However, withthe complexity of the system and the diversity of related technology, video on demandtechnology is still in a stage of rapid development.The generation of high-definition video files is greatly affects the quality of videoon demand. HD video file need a large amount of disk space, bandwidth consumptionand a high characteristic of server performance. Traditional LAN-based video ondemand systems generally use a single server, it is difficult to meet the demand forhigh-definition video on demand. As the number of high-definition video resources isfar less than the general video resources, how to design a LAN-based hybrid videosources for video on demand system is focus of this study.The main works of this paper as follow.The research and design of VOD system s concurrency control mechanism andload balanced scheduling algorithm: the concurrency control of the VOD system usedthe expansion of WEB Service concurrency control; The load balanced schedulingalgorithm of the system used the weighted least link method.The design and realization of the whole VOD system: the design andImplementation of the whole system s main work including the system’s overallarchitecture, design and implementation of means of communication between thevarious modules of the system, the content server and streaming media server designand implementation. Design and Implementation of the content server is the focus ofthis study. Through researching and analysis of video on demand system and structure,using the MVC design pattern and the three-tier programming ideas we designed and implemented the content server. About the Design and Implementation of the streamingmedia server we used the way of multi-threaded which used in the traditional streamingmedia server.With the large-scale of Media information and communication messages of videoon demand system, how to make the system work for a large number of users timelyand efficient is a crucial problem. On the basis of concurrent control technology andload balancing scheduling algorithm used in the implementation of the system, we haveimproved the overall system performance.
