Today, agricultural informationization is the main driving force to promote the development of agricultural economiy and agricultural science and technology, and the trend of the world’s agricultural development. CPC Central Committee and State Council response to develop modern agriculture and promote rapid development of agricultural informationization. Almost all of the state ministries have set various poloicies to promote agricultural informationization. After many years of construction plus the advanced experience of the developed countries, the information infrastructure and the external environment of China’s rural development are good, but not effective in promoting agriculture information into villages which leaves to the bottleneck of "last mile road". After all, the reasons can be summarized as follows:First of all, due to the current national conditions of our country--the majority of farmers are in a relatively low level of per capita income and education levels, resulting in lower penetration in the rural computer and Internet access, and research platform and its application are more prone to new technologies and new tools far from the national conditions. Second, the lack of sustainable development links and maintenance measures result in serious commercial elements, and has not formed a strong service capabilities and a high overall level of agricultural information service system. Thirdly, the existing system or a system biases in a certain aspect of the agricultural knowledge which leads to the lack of strong extension ability and localized nature of agricultural information......Obviously, the problem solving methods and models to explore the construction of agricultural information process must be faced, or the hopes of the party and the state of agricultural information would be difficult to implement and it will also affect modern agricultural development.Based on this, in order to boost the pace of development of agricultural information and establish a high standard agricultural information service system, this research is in accordance with the development of IT features to build "Hubei province agricultural information service system", and focuses on the following aspects to carry out the design, implementation, and discussion:First of all, around the system, the article puts forward the "Center, County Center, Towns Node" construction and makes a detailed study and discussion of the localization step and method of the construction of service information with a focus on a total of each centre and construction of library information resources construction and instance.Second, in order to play on this system of agricultural information service features, this article draws on existing agricultural and farming expert system diagnostic model and proposes "recommended model of fertilizer application","pest and disease diagnosis model","guide to crop cultivation model","the pests and diseases prevention model" with detailed elaboration and arguments, which makes agricultural information included in system more locative and scientific.Third, on the basis of the study of GIS, GPS technology, the mobile operating system, Silverlight and WPF technology, the article means to give full play to the function of farmland assessment results data for the purpose of giving support to spatial data exchange in "Hubei province agricultural information service system" and builds "Hubei province cultivated land resource management system"; By taking advantage of mobile computing technology, the article constructs mobile end user-oriented "mobile agricultural secretary system" and deeply, builds "agricultural technical material information management system" which can form a complementary information to "mobile agricultural secretary systems" intended for users to manage all types of agricultural means of production and promotion of agricultural products in villages and towns; Rational use of touch-screen to build a "digital village system" which aims to promote agricultural resources, scientific management of agricultural generate and Rural Affairs.Fourth, to highlight the practicality of the various systems and maintain the sustainable development of the "Hubei province agricultural information service system", this article focuses on starting from the interaction and exchange of information, and using network technology under the support of WCF and Socket support, so that makes internal flow of information and achieves the functions of control of the various centers and online upgrade feature.Fifth, The purpose of this article is to learn the advanced experience at home and abroad to study and propose a development plan for the development of this system. Thus the outcomes of service platform and the service system can face "Rural, Agricultural and Farmer’s Problems" for a long time and promote the development of modern agriculture in the Hubei and even central China.Overall, the construction of "Hubei province agricultural information service system" not only allows users to easily query, read, publish information related to agriculture and it can also help the application of various types of information form a variety of services system seamlessly wraps around, while the most important thing is trying to make it becomes the new way to explore the construction of its application in agriculture in China and provides a reference to Chinese agricultural information service in modern agriculture, and to contribute to the construction of new Socialist countryside.
