With the vigorous development of public transport, traffic operations in the process ofsafety management is increasingly being taken seriously. According to the statistical data,national ownership of the bus has been to reach720,000in2010. Guangdong Province as thelargest province in the nation’s transportation industry, has the bus transit, passenger transport,cargo vehicles, a total of1.8million. Traditional ways of safety management of the publictransport industry is lagging behind the widespread ability of real-time monitoring, vehiclelocation, site condition, traffic information. Also it can not grasp the drivers speeding,overloading and other violations which can be evidence operation in the investigation. Andthen we can see the level of dispatching intelligence is low. By the development andpopularization of3G technology, all the transport departments are actively using the scientificand technological ways to improve the situation. The management of information technologywill become a new trend.During the depth of the3G network applications, mobile video surveillance system whichcan be designed and implemented on the3G network has been possible. The mobile videosurveillance systems relying on existing3G networks, can achieve the features that rapiddeployment, emergency monitoring, monitoring of large-scale, which the wired network videosurveillance systems do not have. There is a current problem, how to combine efficiently3Gvideo surveillance and satellite positioning technology (GPS), geographic informationsystems technology (GIS), based on the BREW platform ’s location-based services, publictransportation and meet the real-time monitoring of vehicles, personnel and other dynamicobjects.This subject can be practiced and proposed basing on the3G public transport safetymanagement systems. The first is researched in the3G network QoS guarantee efficient error-free video streaming technology, adaptive image coding3G network dynamically adjusted.The second is researched the Android, Brew, Windows Mobile, Symbian, the operatingsystem-based mobile video browsing technology and location services. The third isresearched the depth use of3G mobile video and GPS, GIS, intelligent bus schedulingtechnology. From these technologies that can be researched and practiced, the3G-based publictransport safety management system which can improve the intelligence and scientificmanagement level of public transport industry, intelligence, science and technologymanagement level, will be come true..
