GoTa is the meaning of Global open Trunking architecture to meet the digital trunking communication network and the network user’s needs and the development of a CDMA2000network based on group communication.RFID(Redio Frequence Identification) technology is the use of radio frequency identification with label object technology, is a kind of non contact automatic identification technology, this technology has been applied in many fields, for example, medicine, aerospace, building and maintenance, of oil equipment, automotive industry and retail industry, to greatly improve the management and operation efficiency, reduce operating cost.In this paper, based on the prison gate control system project, design and implementation of GoTa based open access control system, which consists of a CDMA2000system, RFID based access control systems and the use of RF-SIM card GoTa terminal. The CDMA2000communication system includes BSC and BTS part. RFID access control system includes RFID reader module, control module, IO communication module, information processing module and a search module. The guards in the hands of mobile phone and GoTa terminal combination. Ensures that the guards at the prison and internal communication requirements, and ensure that the prison area not allowed to communicate with the outside world and other legal requirements. This helps to compensate for the lack of manpower, thereby realizing the prison’s scientific, standardized management.
