Our country is located in the junction between Eurasian plate and the Pacific plate, is one of the most earthquakes country. Before the earthquake prediction as a worldwide problem has not been solved, the earthquake rescue of the golden48hours is very important, we must collect the earthquake disaster information on the first time. Triple network fusion, mobile communication, smart phone, GPS, GIS and cloud computing technology constantly developed, made collecting and oprating massive data in a large range so simple and quick, and offerred unprecedented methods and opportunity for the development of earthquake prevention and disaster reduction.This topic is based on earthquake disaster quick report platform (mainly is SMS platform and voice platform), digital seismic telemetry monitoring network and three-dimensional terrain system for the XX Provincial Seismological Bureau. There are about6000members in the " three networks one member" covering the province, using mobile communication and GPS positioning means to locate accurately the disster spot and to collect and report quickly the disaster information and influence degree, business sector can manage, statistical, analysis and three-dimensional display the through the disaster distribution by collecting disaster information, to achieve getting the first hand information of earthquake scene accurately and timely, providing the scientific basis and3D terrain display support for emergency command and on-site command and decision-making. This topic is composed of smart phone client and server two parts, interacting information and data through the2G/3G mobile communication means between the client and server.In this paper, first, analyzed the method,demand,and realization significance of earthquake disaster collection system, introduced the whole design architecture and business processes of the system. Then, elaborated in detail the design and implementation of smart phone client about GPS acquisition module, SMS sending module, camera module, photo browsing and selecting module, photo upload module, server receiving module. Finally, demonstrated the feasibility and advancement for the system. By system test and actual application.
