With the development of communication technology and the market, the traditional fixed voice communications market tends to be saturated, and the number of public voice telephone users and the income both show sluggish growth or even negative growth. The telecom operator aimed the focus of traditional fixed-line voice market at the large group customers and the medium and small size enterprises customers. The competition in the market of the minor enterprise’s become increasingly fierce. Product homogeneity is very obvious. Due to The relative service homogenization and increasingly similar tariff, telecom companies must provide more personalized products and service that can really help the small and medium-sized companies to enhance productivity if they want to seize the initiative in the increasingly competitive small and medium-sized business customer market.The small and medium-sized business and enterprises promotion system is a product of software system based on internet integration that aim to help the users to manage theri customers resources and caller information effectively. The main functions it provided are customer relationship manage, incoming shells screen notification, caller statistical analysis and so on. By friendly management interface, the system integrated call management and Customer Relationship Management (CRM) systems, and give customers a standardized and efficient pre-sales, sales and after-sales service management platform to help customers complete product sales, customer care, etc..The paper described the design and realization of the system from two aspects, which is the function and the acquisition of extract and transfer the PSTN signaling messages.The system contains platform management software and client software. Platform management software can be deployed on the the communications carriers IDC room, client software installed on the client stores computer terminal. Platform management system and the client software communicate via the Internet.Signaling acquisition and sharing system sends the PSTN authorized customers’relative signaling messages to authorized customers client via the Internet, reminds customers the call.The client system extracts relative informations from the database, and informs the owner or operator. Meanwhile, customers call time, call duration, missed calls and other information can be recorded in the client system. Client system also provides call information statistic, query. Shop owner or operator can record every intention and needs of the customers call on the client records to facilitate the shopkeeper inquiries for ongoing marketing, in order to avoid delaying opportunities. Through the signaling collected sharing system platform, it achieved a screening of signaling messages and the orient sending to the authorized customers.On the one hand, through using of the system, the company can manage there customers’background information and demand convenient, timely and accuratly, which is an effective way to help the operators of small and medium-sized companies to elevate the level of management and marketing capabilities. At the same time, as for the operator, while the system provides differentiated services to small and medium-sized business enterprises customers, it improves the competitiveness in this market, and also can be effective in promoting the consumption on the phone, broadband and value-added services, and thus communications services revenue.Meanwhile, the promotion system is based on telecom companies’ fixed telephony signaling system, combined with Internet technology, and achieves client intelligent reminders and customer calls messages recording.Through design and implementation of this system, this paper achieved collection of signaling which is built unified and standardized by operating companies and so does the standard interface platform,which lays a soild foundation for operators to develop more kinds of value-added products or industry application based on the signaling in the future.
