With the development of Information Technology, EIP (Enterprise Information Portal) is concerned by more and more Enterprises. EIP integrates all the application and information of the enterprise into a unitized information management platform. Provided with an exclusive user interface, the employees, customers, suppliers as well as the cooperators of the enterprise can access the information much more easier and customized.Nowadays, most of the famous software magnates provide the market with their portal systems;they are excellent performed but expensive. Many minor enterprises that are urgent with the construction of their information system always stop their way for the lack of money. With this circumstance, this thesis is intended to give out the portal system -MEOP (Minor Enterprise Oriented Portal), which is especially orient the.minor enterprises.Based on an analyze and comparison of the prevailed portal systems as well as a deep investigation into the current status and characteristics of the minor enterprises, the thesis puts forwards the architecture of the MEOP. The design of the whole system implements the software reuse ideology, from the bottom frame of the architecture to the infrastructure functions of portal as well as the functions especially for the minor enterprise characteristics;they all reused the mutual technologies as much as possible. The thesis has an expatiation of the design and implement of the system architecture and the primary parts of it. The thesis also has a detailed description of the design and implement of HRBAC frame as well as portlet management. At the end of this thesis, it applies MEOP into the Tianjin Public Traffic Portal System.
