Based On Soa - Petri Nets Technology Outside Of Government Performance Evaluation Model Of Construction

The evaluation of government performance is a key part of the new publicmanagement with the main features of two principles:“results oriented” and “externalaccountability”, which is different from traditional practice. External accountabilityprinciple emphasizes to focus on attracting citizens to participate in the performanceevaluation voluntarily and show them the level of performance and bear thecorresponding responsibilities rather than traditional practice, which limits to theimprovement of level control and internal management. By adopting performanceevaluation to strengthen the accountability is considered as a fundamental change ofgovernment accountability mechanism. The widely participation of citizens in theevaluation process is crucial for performance evaluation to focus on the“citizen-oriented” and become an effective mechanism to promote a responsiblegovernment. The old evaluation system can not meet the needs of the time whengovernmental organizations face an increasingly wide range. With the advantages ofhigher efficiency and directly face the public, e-government provides new and advancedideas and carriers for the innovation of performance evaluation. Therefore, the externalperformance evaluation has been push to the front end so as to meet the need of the era.The interests is not only the goal pursued by the multiple subjects of governmentperformance evaluation, but also the motivation for the evaluation behavior of thesubject. With different social-economic status, political status, cultural qualities andother factors, interests among the evaluation subjects are various from each other,forming a criss-cross interests system. Based on the platform of web, the platform ofexternal performance evaluation of the government is built by applying the networktechnology to avoid the conflicts of interests during the process of performanceevaluation and to innovate government performance evaluation system.This dissertation first provides the background, basis and significance, researchideas and methods of the problem, as well as the framework and main content; nextanalyzes related theoretical basis of constructing external performance evaluation of government based on SOA-Petri net technology like stakeholder theory, citizenparticipation theory and gray relational theory, which based on defining the concept ofexternal performance evaluation of government and the applied network platformtechnologies. Then it processes a systematic analysis of situation, principle and demand(environment, technology, feasibility analysis), followed by determining the evaluationindex, constructing the model structure and analyzing the logic level in according withthe subject and object of the external evaluation model. At last, it describes the dealingof the specific implementation and the application of the results of the externalperformance evaluation, and the impact and significance of the incentive system. Toupgrade to the level of the innovation path from the status quo analysis and the level oftechnical methods is the only way to achieve a scientific, standardized andinstitutionalized government performance evaluation.“Public participation” model isthe development trend of China’s government performance evaluation model. Externalgovernment performance evaluation model based on SOA-Petri net technology not onlyenrich the government performance evaluation management system, meanwhile, it alsofurther promote the construction of a service-oriented e-government.
