Rain&Water Auto Monitor&Alarm System is one of important decision supportsystems in Flood Control and Drought Relief department.Now many Flood Control andDrought Relief departments have constructed the Rain&Water Auto Monitor&Alarmsystem.But in general,the system couldn’t provide comprehensive decisionbasis,because the departments couldn’t get meteorological elements data outside raindata and couldn’t get detailed weather forecast infomation in time.This thesis presentsthe Rain&Water Auto Monitor&Alarm System about Hezhou City based onmeteorological observational data with the combination of Hezhou hydrologicaldata.The system should make some new decision support suggestions to Flood Controldepartment from meteorological perspective.The thesis introduced two main technological basises: the Contour Algorithm andthe GIS Platform.One general Rainfall Contour Algorithm is the result by studiedvarious interpolation algorithm in the contour algorithm. Mastering how to develop onecomplete GIS and WebGIS platform is another result by studied the open source GISproject: MapServer. One general contour algorithm and the STGis geographicinformation system have been realized with help of two open source projects:MapServer and OpenCV. On the basis of the two modals, by using some technologieslike CTI and TTS, and utilizing GUANGXI meteorological observation data, the AutoMonitor&Alarm System about Hezhou City has been designed, and most of theimportant modals have been developed.
