Design And Implementation Of Community Integrated Management Information System

The manual operation does not meet the requirements of modern informationmanagement with the huge population, increasing number of houses, frequentpopulation mobility, and complex personnel information in China. Governmentdepartments such as police department, civil administration department, family planningadministration department, health administration department, and party administrationdepartment have their own independent management system. And there is noassociation and communication among these systems, which results in informationisland. It leads to repeat collection and logging with no unified source of data, which notonly increases costs of government but also brings data inconsistency and reduces theaccuracy of work. On the other hand, as GIS is a very strong tool to deal with theproblems about geographical distribution, the most of the existed systems do notsupport digit map, and even it does, its function is limited. So the integratedmanagement information system of community, in which government departments suchas police department, civil administration department, family planning administrationdepartment, health administration department, and party administration departmentshare the data that is collected unified, and Web GIS can be used, will have manyimportant application fields.In this thesis, we analyze the status on the subject at home and abroad, discuss anumber of key technologies, including.NET and Web GIS technology, and present thespecified requirements of the integrated management information system of communityin the functionality, performance and safety, the overall framework of this system. Byanalyzing the complex relation of the five key entities including population, house,affiliation, events and articles, we design the database of the system. We present thepopulation mining algorithm to find and correct the wrong data and the inconsistent dataamong the system. The integrated management information system of community isimplemented by using B/S mode, and3-tier architecture, based on ASP.NET, Ajax andGoogle Map. People, house, case, stuff, and cooperation are five basic elements, which form the foundation of expanded functions. Both data mode and map mode arepresented to users. Unifying management of different departments can avoid duplicationand Information Island, and contribute to data sharing. The system not only can improveefficiency and accuracy, but also achieve full coverage of community management andmine the value of data, which contributes to a strong decision-making system. Thesystem helps government to realize scientific and standard management.
