In pace with the fast development of the information technology, we must push onthe financial management innovation positively with the view of the scientificdevelopment, including: the innovation of the financial management contents, theinnovation of the financial management methods, the innovation of the financialmanagement systems and so on.This thesis mainly researches on the distributed intelligent financial office system,the main functions including: the work area management, user management,organization and institution management, document management, mail management,item management, fund management etc, which has solved the problems of informationmanagement, exchange and monitoring in financial office well among the threefinancial departments i.e. the finance bureau, parent company and subsidiary company.Innovative points of this thesis are:（1）Financial short message interactive platform with originalityShort message interaction itself isn’t a new technology. The innovation of thissystem is that it introduces short message interaction method into financial systemwhich realizes the reminding, inquiring and monitoring based on the cell phone shortmessage items.（2）Advanced user-defined “report forms-database” integrative managementfunctionsNow the financial softwares in the market mostly are public financial disposal onesthat is hard to change the fixed format. This system realizes all of the dynamicuser-defined functions for the establishment and management of the financial reportforms and database sheets. At the same time, it realizes the conversion between Excellreport forms and database, thereby achieving the report forms-database integrativemanagement.（3）Firstly introducing the financial system initiative service models based on theE-mail into this systemThe problem caused by the financial data security easily brings about the damage which is difficult to retrieve. The thesis relies on the large E-mail system, using NIST’syounger generation encryption standard algorithm which encrypts for the E-mail datahighly, therefore making the data at a high security level.（4）The unique function of user-defined database sheetIt creatively develops the user-defined database sheet dynamic calculation functionwhich can make any complex operation such as plus, minus, multiply, divide in thecolumns of the same sheet or the different sheet and split and merger the report formsetc. Therefore it can pick up all kinds of needed information fast and reduce the workintensity and workload of the financial personnel and enhance the accuracy of financialdata.（5）The unique function of machine account management and establishmentMany financial personnel spend much time on managing and verifying themachine account every month. This system not only contains the function of thecurrency financial system such as report forms’ importing, managing, exporting,analyzing and so on, but also defines standard unified machine account format for thespecific users and develop the specific unified machine account management creationsystem, which largely enhancing efficiency of the financial department and shorteningthe work cycle and reducing the work intensity.
