With the development of network technology in the end of the20th century, avariety of applications are more and more widely used in internet. And the constructionof electronic information carried out by government departments has made considerabledevelopment. However, there exposed some problems in the process of establishinge-government. For example, there’s no overall planning for the various department, andthe standards are not unified. In addition, there’s a lack of data communicationmechanisms.This paper designed a office management system applicable to the PanzhihuaEastern EPA office automatic network. This design is based on several sets of systemsestablished by the Panzhihua Eastern Environmental Protection Agency according to thecurrent situation of China’s e-government. It used ASP, Jscript and ACCESS database torealize centrally keeping of information and resources and improved the efficiency.The main work of this paper are as follows：1. Analyzed the development of online office software and shortcomings.Demonstrated the necessity of this research.2. Introduced the software development languages and theoretical basis indesigning the network office management system. The main structure was based on B/Ssystem, using html hypertext language, ASP and JavaScript scripting language to writesource code. All the data processing was managed by MS ACCESS database. Thesystem platform was designed to achieve an unified users’ management, and the dataexchange and other components would be integrated into the ASP interface.3. Conducted the code verification, the system functional verification, softwaredebugging and optimization of system code. And corrected the operating errors in thesystem.
