Ordinary high school proficiency test is established to further speed up the high school education quality monitoring system, and to promote the high school curriculum reform and effective implementation of the quality of education, but Hunan existing ordinary high school proficiency test is still the most primitive way, and it entirely depends on human to complete, this approach consumes considerable time and manpower, the efficiency relatively low. In recent years as students gradually increase the size of Hunan currently used in this way is exposed more and more problems. Therefore, in order to change the Hunan Province high school proficiency test less efficient in this situation, the actual needs of their own R&D for Hunan examination management system to improve the efficiency of the relevant examination affairs, as the current urgent need for.This article starts from the actual situation of the Hunan ordinary high school proficiency test,and it presents a networking platform for proficiency test management work. The system in real time, comprehensive, accurate examinations to provide relevant information for the schools to carry out regular high school proficiency test-related work to bring convenient.This paper describes the technology needs,design and implementation process of network management systems. First, we demand of the teachers and students to research, test and service department with the relevant investigation and analysis, the system’s basic needs. In the functional requirements analysis, we know the system there are three types of users (Proctors, the candidates, the system administrator), then we have the major functional modules of the system conducted a needs analysis, the total test preparation system, examination room management, accessibility, the four candidates on the machine module. While the system is also non-functional aspects of the proposed requirements, such as response speed and the average failure rate. And several functional modules of this architectural design and functional design, and gives the system involved in the core class diagram, sequence diagram and activity diagram and so on. Database design phase, we first give the system database model diagram, and thus the details of each table are described. Finally, the more important of the system modules (candidates-on modules, test preparation module and exam management module) implementation details are described.After a period of operation and testing, the system can basically meet the real needs of Hunan Ordinary high school proficiency test. However, in actual operation, we found that there are still some areas to be developed in this system. For example, the system’s interface is relatively simple, and the next step needs to strengthen its landscaping. But also in security, the system comprehensive enough to consider, mainly in two areas:overall system security and database security. This is also the focus of our future work.
