| Standardization of sentencing is a more prominent issue. Over the years, the departments of theory and practice put more emphasis on the natures of criminal acts which are the things that to determine whether a behavior constitutes a crime and determine what the crime it is, while the emphasis on the sentencing of a criminal was not as good as former. The Office of Primary Court has the status and role of center, hub and windows, and has the characteristics of comprehensive, auxiliary, and service as same as the general party and government and the offices of enterprises and institutions. Because of the Office of Primary Court is the judicial-government sector for the trial services, its works must be adapted to the characteristics of their clients of the administration of justice, as same as the works of achieving "justice and efficiency", reflecting the seeking value of social justice, meeting the needs of trial works and in accordance with the law of judicial practice. Therefore, the Office of Primary Court must be judicial professionalism, standardization, rigor and impartiality.In this paper, we put forward the solution about the Sentencing Standardization Handling System based on JAVA by the analysis of the status of Kuiwen Court. We use UML (Unified Modeling Language) to show use case description of system requirements through researching business demands and business analysis about professional of Sentencing Standardization Handling; the system functions are divided based on the needs analysis of the system, and it uses J2EE architecture and MVC pattern on the system architecture design, and uses such as class diagram and sequence diagram to display the detailed design about the system. Finally, the paper uses the pictures of the implementation of the system functions to show the effects and functions.The implementation of the Sentencing Standardization Handling System for Kuiwen Court achieves the function of aiding the calculation of the sentencing of judges, and achieves the functions such as case management, sentence management and data importing. The use of case management functions can be used for the case sentencing. The investigators can add, delete and view the cases in the case management module. The people can view the already done cases, doing cases, and the detail information of cases in the viewing case management; President of the court and chief judge can view all registered cases which registered by the investigators. The defendant management achieves the functions such as adding, modifying, deleting and viewing the information of defendants. The charge management achieves the functions such as adding, modifying, deleting and viewing the information of charges. Investigators determine the starting point of a crime after completing filling in the basic facts of the crime. The system generates sentencing table and the results of concurrence table after determining the declared criminal and completes the sentence management operations. At last, investigators use the system to import and modify the data files, a number of cases and instruments.The application of Sentencing Standardization Handling System for Kuiwen Court with MIB of sentencing provides a standardized sentencing standardization handling platform for Kuiwen Court investigators, which makes the information management of Kuiwen Court more convenient and fast, and promotes the process of sentencing standardization handling. |
