In recent years, many educators began to pay attention andresearch learning community as well as the learning community basednetwork environment, a lot of progress has been made, thedevelopment and research on high school teachers online learningcommunity is still in the exploratory stage. In this study, the designplatform is designed for regional and school teachers with the sameobjective to provide efficient, long-lasting learning platform to promotethe mutual transformation of the Community of tacit knowledge andexplicit knowledge. The investigation method, design anddevelopment method and testing method are used in the paper toensure the correctness and accuracy of research.In the course ofstudy,firstly, the paper analyzes its application in the teachers learningplatform based on in-depth analysis about the SECI theoretical modelof Learning Community. Then a more detailed description is madeabout the pattern of development of the platform, web productiontechnology, the layout method, the site architecture and developmentenvironment and tools. Next the paper makes user needs analysisbased on the questionnaire and a detailed division of functions for theplatform.Then the core of study is database design and platform designand development. Database design not only describs the overalldesign,but also gives the detail design of every entity table andstructure table.The detail design for platform based on database whichis divided into entity classes, data access layer, business logic layer andauxiliary tools class are given. Finally, the presentation layer which isdivided into modules and page is detaildesigned and implemented.Platform test and trial run, the results show that this platform is the idealplace for online learning of high school teachers, has promoted thetransformation of teachers explicit-implicit knowledge, and provided a reference for future research. The downside is that excessive use ofserver controls has affected the speed of the platform.
