Smart power grid is the latest trend in development of power system in the world today. Smart grid includes transmission grid and distribution grid. Due to its technological advancement, Smart distribution grid distinguishes itself from the traditional distribution technology, and plays a decisive role in the smart power grid.The importance of information and data is increasingly evident in smart distribution grid, thus cyber security for smart distribution grid is one of the key problems to be solved. This paper analyzes the smart distribution grid communication architecture based on the information technology standard IEC62351-8; moreover it presents a smart distribution grid access control scheme based on the CL-PKC and RBAC. The main content is as follows:1、 Analysis of smart distribution grid. Combine with the composition and characteristics of smart distribution grid architecture, this paper provides a summary and an analysis of smart distribution grid communication system model. Potential associated security issues lead to the security needs of the smart distribution grid.2、Analysis of CL-PKC and RBAC. CL-PKC is a cryptography research focus. This paper analyzes the process of development of public key cryptography by focusing on the authenticated key agreement protocol based on CL-PKC. Further more, this paper analyzes the application of RBAC in the power system based on IEC62351-8information technology-based standards.3、 Based on CL-PKC and RBAC, this paper proposes an access control scheme, which is achieved by putting the Role Code into the user’s ID, resulting ID With RC (IDwRC for short). The study shows that the proposed scheme is well suited for smart distribution grid in terms of no key escrow problem and no need for public key certificate, which greatly simplifies the process of access certification. Due to the stability of the power system network, this paper combines CL-PKC with the symmetric encryption algorithm, thus reduces the computation and communication overhead of the terminal equipment. Program uses inquiry/response mechanism, allowing the communicating parties to verify each other’s legitimacy, which accomplishes both authentication and distribution. This is a very applicable feature that is designed with smart power grid in mind.4、 Access control scheme simulation. This paper simulates the access control scheme by VS2008, and takes distributed power grid as an example. The experiment proves the access control scheme is feasible and has some practical value.
