China is the largest country of manufacturing and exporting home appliances in theworld, and the output of color TV sets, refrigerators, washing machines, mobile phone all rankfirst in the world, which have great dependency on foreign trade. Since the internationalfinancial crisis broke out and the output of domestic enterprises has been block, in order toefficiently deal with the possible influence brought by financial crisis, China has introduced aseries of policies that aim to turn output to domestic sale and boost consumption. As the maincomponent of the active fiscal policy, home appliances “old for new policy” aims at ensuringand promoting economy development smoothly and rapidly, promoting the recycling ofresources and benefiting the people directly by subsidies.According to the requirements of the policy of home appliances old for new, salesenterprise should advance subsides to the buyer and then report to the local commerce andfinance authorities for the subsides and finally get them after the examination by the localcommerce authority and the audit by the local finance authority.The authorities should do alot of work about examining every sale record reported by sale enterprises. Facing with thevarieties of types and brands of home appliances and report forms, traditional handwork can’tkeep up with the pace of governmental modernized management. With the arrival ofinformation age, modern information management is characterized by using computertechnology to process data. Therefore, to develop information management system of homeappliances old for new, which processing excellent performance and powerful function is ofgreat significance to improve the efficiency of government departments and make thebeneficial country’s policy benefit people truly.Therefore, aiming at the home appliance sales management information needs andcharacteristics, this thesis researches and develops the information management system ofhome appliances old for new. As the typical information management, the system designs theentering, checking and other relevant processes by means of ASP.NET, devises salesinformation database by means of SQL sever and uses B/S mode to make it have goodexpansibility in the platform of Visual Studio with the help of database technology andInternet technology. The system provide an ideal carrier to manage sales information of homeappliances old for new, through which the enterprises and government can get the informationabout sales and subsides easily.
