The process of projectdevelop is comply with CMMI3level specifications. Reference to the waterfallsoftware engineering model, the development is divided into requirements analysis,system design, detailed design, coding, unit testing, integration testing and systemtesting.By analyzing the current situation of the business, this paper clearly determinesthe requirements of the system and discusses the way to establish the wholeE-Government. Based on e-government system framework, the article elaborated onthe establishment of system design and implementation of the relevant applicationarchitecture, information architecture and technical architecture of the process, and alsosystem design. With requirements analysis and system design, the paper also concernapplication design and implementation features, multi-spectral collaboration.Based on the application requirements, the overall technical architecture and theplatform of the planning and technical configuration, the project sets up a scalable technology platform. The process of implementation in accordance with therequirements of CMMI3, based on planning and technical design, form a system ofproject implementation, including implementation of the project content, schedule, etc.,and accordance with the construction project implementation. Because of theE-Government system represents the image of the party and the government, related tothe masses of the major personal information and profit directly, containing complexrange of policies and regulations, hard to deploy and require high security,implementation of the project will be divided into five main stages: project preparationand planning phase, system design phase, system development and deployment phase,system commissioning phase and system acceptance phase.With the support from leaders at all levels and relevant departments, theimplementation of the system strict accordance the plans to build and successfullyreached the design goals.
