With the rapid development of science and technology and the national e-government network construction, and the advancement of construction projects of police information Golden Shield Project, the public security system has accumulated a lot of basic data and the department of police system has reached a certain scale, saving police resources. However, the utilization of these information resources in current public security system is inefficient, the comprehensive application of these imformation crossing different kinds of police and multisector is very weak, the majority of business applications which is facing the unitary service construction are able to meet the business needs of the department, but can not solve the problem of inter-departmental business needs. Due to the deficiencies in police kinds, functions, geographic etc, there is an asymmetry in the police information. The quality of the information collected by the network application needs to be improved. These factors have seriously affected the efficiency of combat application in public security information technology. Need a unified platform to achieve the integration of the use of information and sharing resource.This paper analyzes these needs, and designes a police integrated system which is an integrated platform to ensure that the information and resource sharing. The main design of the system is composed of the system partal and the intelligence judgement platform. The system portal platform is a unified access between the system and other types of police information systems, and provades scategory management and dissemination of information. The intelligence judgement platform analysises the intelligence that they had effectively and format it to new valuable intelligence through the five basic steps: get clues intelligence, analysis of judgments, assess the clues, entry the judged results and publish the results to promote data sharing and comprehensive utilization.The thesis makes a thorough study of the multi-tier distributed architecture of J2EE and the advantages on this platform and the deficiencies in the heavyweight EJB architecture in the traditional J2EE. According to the lack of heavyweight EJB architecture, the thesis the introduces the Spring lightweight J2EE architecture, explores the Spring lightweight framework and its architecture, focusing on the framework of the Spring IoC container, Spring MVC patterns and Spring AOP framework. This thesis introduces police system based on Spring, explores the applications based on Spring technology in the system from both the theoretical and the implementary aspects, and details the Spring IoC container framework, the Spring MVC pattern and Spring AOP framework applied in this system. This article describes the implementation of the police system based on Spring in detail. The Spring IoC container Dependent Injection object is applied in this system, so that the control converts into the external container from the application code. The system realizes that using Spring MVC framework to separate the role of the application model, view and controller, using AOP to intercept on the database operations and recording operations, utilising JDBC template components to achieve data persistence.
