As the continuing reform in the financial sector, domestic banks graduallyconverted from traditional savings and loan competition to a more innovative serviceschannels competition. Commercial banks used to focus mainly on the deposit-loandifference. Now the banks’ revenue structure moved to balanced development whichintermediary business and financial market made a large contribution. Domesticbanks had a transition from a financing intermediary role to a service intermediaryrole.Modern banking intermediary business such as Agency Collection And Payment,bank security transfer, inter-bank payment, bank-enterprise service and assetmanagement became the important growth point of Shandong branch of ICBC.Similarly, the other commercial banks considered them as the products to compete inthe fierce banking market. The banking intermediary business could not developwithout the support of technology platform. The electronization level of ICBCShandong branch developed rapidly in the most recent years. However, it could notsatisfy the needs of this particular growing market, especially in the sector ofnetworking, software development and application services. The market needsenhanced the intermediary business product engineering. Thus it required advancedlevel for the technology platform. The laggard intermediary business platform couldnot meet the requirements of fast development.In order to solve the shortages of intermediary business platform system such aslack of standards, lack of reusability, complex network development and high cost ofsystem maintenance. This study was designed to develop a new platform project tosolve these shortages based on the XML and CICS technology. From a projectmanagement perspective, this study analysed the new technology, engineering management on the development stage. To ensure the demand of innovativeness andefficiency. The new system introduced the idea of modularization andparameterization, thus the configurable parameter and component technologyprovided the possibility of constructing a better and reusable software module. Thenew system also could make the intermediary business have better generality andexpansibility. For ICBC Shandong branch, the new intermediary business platformcould integrate all the previous business and save the time of development. It also metthe needs of rapid development of intermediary business from Shandong branch. Thestudy had the instructive significance and research value for improving the operationmanagement and service level.This paper introduced the system design scheme which based on XML and CICS,provided a technology which could support dynamic binding to make the processmodularized. Therefore, the design of graphical development tool enhanced theefficiency of development and configuration.The new platform execute solution framework adopted a3-Tier (Multi-layer)frame server architecture. It used the CICS middle-ware to provide task managementfunction such as concurrent transaction control, overall situation control, resourcesscheduling management, Multi-Protocol Serial Communications, distributedtransaction processing ability and standard XA data access. All the new functionsimproved ability of concurrency and expandability by distributing datacommunication and data processing to different channels.
