Electronic Road Pricing system is the world’s first large-scale, fully automatic urban road pricing system, in order to solve the problem of road congestion in Singapore, the government put forward a program of the ERP system through charging a congestion fee to regulate congestion areas’ traffic flow during rush hour. This program is not only to improve the traffic speed on the road to ease the congestion situation,and provide a reference for the big city traffic congestion management.The thesis is based on Singapore ERP2system and CEPAS cards application as the background.According to the principle of contactless of IC card、ISO/IEC14443TypeB protocol and Contactless E-Purse Application Specification, A CEPAS card reader terminal was designed and CEPAS debit function was achieved on the system.CEPAS card reader terminal hardware design including the control module selection, working principle and process of the RF interface module and the ESAM security module, as the same time, part of the circuit schematic was given. In the controlling module,using STM32F103VB as the main controller. In the RF interface module,using highly integrated read and write card chip MF RC531which is produced by the Philips Semiconductors Company.Under the control of the STM32, data can be transfered between the RF chip and the card as well as EASM security module and the card.The software design using the idea of modular programming. Firstly, communication interface program and CEPAS card reader subprogram were designed. Secondly,through operating the files of CEPAS card expecially the E-purse file, transaction procedures was also designed.Finally, in the IAR software building environment,both CEPAS card reset and debit function were achieved.
