Software reuse can improve the efficiency of development and reduce the costs of maintenance. It’s particularly effective in the domain of specific industry. This paper analysises the domain requirements with domain analytical methods, establishes industry-domain model, designs the software architecture, and developes component based on it with an example of project cost industry. Meanwhile, according to engineering greening project characteristics, it composits green project estimate and budget system. In research methods, this paper combines domain analysis, domain modeling, architecture design, software component technology which is commonly used in software reuse with waterfall model which is one of the common software development model. It makes the greatest degree of reuse both in process and result of development. In research results, green project estimate and budget system uses a three-tier system, user interaction, business logic and data manipulation are separated, the use of procedures and COM components packages the function.. The system uses the B/S structure to meet the real-time updates and dynamic sharing of data, while adding a custom module to provide more personalized service. So that it make up some features and provide convenient and efficient support for budget work and enterprise information management. This paper verifies the method of software reuse development, proved that the demand model of the industry domain, the architecture model of the industry system and components have high reusability and scalability in the same industry, meanwhile the method greatly improves the efficiency of software development in industry domain.
