In the "12th Five-Year" period, the state will regard the ocean-related work as important strategic task, such as exploiting marine resources and economy and protecting the marine safety. Thereinto, the measurement of hydrological environment is the basis of marine admi- nistration, disaster prediction, environmental protection and exploitation of marine resources. Meanwhile, with the rapid development of China’s maritime economy, new navigation area has opened up a lot of fairways and the vessel has become upsizing, these factors make the security risk of navigation increasing, so as the requirement of the hydrological measurement. To grasp the detailed hydrological data with the effective measurement is of great significance for marine transportation and national security. The system applys the service-oriented architecture to establish a common hydrological measurement system. It aims at the establishment of the integration measuring platform for marine hydrological factors measuring. Through the measurement of hydrological factors in the target area, the system can model the measurement data, complete the analysis and processing of hydrological factors and implement the hydrological parameter data network management. This paper takes a brief introduction of service-oriented architecture related concepts and the frame construction of this system. It takes a particular introduction of the system architect- ure design process, elaborates the research work of key technologies of the algorithm implements in the current and wave data processing modules, and gives conclusion:cubic spline function for reorganization of ocean currents test data and periodogram method for spectral estimation of wave power spectrum are selected.
