The shortage of electric energy is now increasing greatly, so energy saving and consumption reducing have become the hot issue of general concern of the public. To China Mobile, for example, communications room energy consumption accounted for 70% of energy consumption across the enterprise. Room air conditioning energy consumption accounted for 30% to 50%, and base station equipment accounted for 20% to 45%. Therefore, in order to reduce the energy consumption of communication room, we can reduce air conditioning energy consumption and energy consumption of the base station.At present, one electricity-saving technology directs at the air-conditioning and environment, and the other is mainly advocated by base station equipment manufacturer which owns energy-saving technology of carrier’s power amplifier level. Although the two types of technology could get certain energy-saving effect, the great limitations exist in both of them. The power waste issue of base station equipment BCCH TRX all along with launch of full power cannot be solved, and the feature of periodic fluctuation in 24 hours a day of telephone traffic of communication network can not be fully utilized.This paper starts from present situation of energy saving in mobile telecommunication base station, analyzes the necessary for developing an intelligent power saving system of base station equipment. Based on the periodic fluctuation in 24 hours a day for wireless telephone traffic, and the main base station equipment according to the relevant operating principle, we give the principle of the system design and technical solutions. Then we adopt advanced software and hardware technology to achieve energy-saving base station system.The system is designed using object-oriented method, the database and structure of the table is designed based on the theory of relational database. We using Unified Modeling Language for requirement analysis and system design, the architecture of software is designed based on MVC model.At last, this paper also put forwards it’s innovations and characteristics which not included in any other existing energy saving technology, and analyzes the economical and social value detailedly according to operational data, validates the feasibility of the system finally.
