With the advent of the Internet age, the mobile Internet have experienced the explosive growth in recent years. Plenty of network applications and the rapid increasing of network flow make operators expand the scale of the mobile network. In order to guarantee the robustness of network and quality of service(QoS), operators always design the network capacity greatly exceeding the probable network request. In the idle time of network, there are plenty of network devices can not be fully used. BS is the most energy consumption device in mobile network.Software Defined Mobile Networks(SDMN), as a development of Software Defined Networks (SDN) in the field of mobile communication,inherits the characteristics of SDN and rebuild the original mobile network in SDN-style. SDMN decouples the control plane and forward plane in network devices and integrates the control logic into a control entity. The strategy is deployed on the controller in the form of network software which realize the base station shutting down, user migration, BS energy saving.A novel algorithm named quantum entropy based Tabu search algorithm(QETS) is proposed, which increase the search range and guarantee the convergence speed at the same time. The proposed algorithm can find the optimal solution with high probability. Theoretical analysis and simulation result reveal the convergence and optimality of the greedy algorithm, QETS algorithm and the quantum inspired Tabu search algorithm(QTS). Simulation result demonstrate the superiority of the proposed scheme.
