With development of network techniques-especially in regards to broadband technology development-the Internet has started to bring people a variety of information. From when the first picture appeared on the Internet to modern multi-media real time applications(i.e. online video and three-dimensional animation etc.), society has developed great audiovisual satisfaction from the Internet. In addition, the gradual unification on technology of telecommunication network, Internet, and cable television has made a constant boost on triple network fusion. However, an unavoidable situation presents itself where people have to spend longer time and consume more resources on transmitting data, while people are enjoying the video-on-demand, live video and interactive service. In modern society, a rise in popularity has developed in building a new transmission system on the "traditional" Internet in order to meet the increasing service demands.This paper selects the data transmission platform in web television system as the research subject, and proposing a new network transmission architecture-making performance optimization of distributed network construction based on the concept of fat-client and distributed storage. Initially, this paper presents current development of a situation where video services comparatively analyses streaming media transmission plan by listing the streaming media transmission protocol, audio & video encoding, and decoding technology related to streaming media. Later, the technological philosophy that comes down to the new system will be thoroughly analyzed, indicating the pattern of resources storage and search.We could up to the purpose of transmission efficency, to reduce the cost of operaration and maintenance by put forward such a new streaming media transmission system.
