China mobile tier-1 backbone networks(including Softswitch Tandem network and Signaling network) are both the biggest toll voice service networks, tier-1 bureau data played very important role in inter-provincial GSM automatic roaming and toll call. Bureau data have close relationship with network structure and addressing mode, the accurate.configuration or not will directly influence the realization of inter-provincial automatic roaming and calling function. As for China Mobile, tier-1 backbone network structure is so complicated, network and subscriber size are both so huge, and with so many different venders, formats and configuration methods of bureau data are also different, which make it the key and difficult issue for China Mobile to configure and checkup bureau data efficiently and accurately when carrying out the centralized maintenance system.This thesis analyzed the necessity and practical value of centralized configuration system for tier-1 backbone bureau data in core mobile network, and correspondingly put forward the design idea to address the issue. In requirement analysis, based on the general principle for China Mobile tier-1 backbone bureau data configuration, the system should also meet different current network topology structure of different province and be forward-looking enough at the same time to be adaptive to changes to the bureau data incurred by the network structure upgrade or different vendors. Layered structure are adopted in the system architecture which design data access level, data storage level, application logic level and application presentation level. Informix database, COM building block and C++ are utilized in the development and deployment to realize data storage and application logic, and XML is used to achieve friendly WEB user interface.This system is deployed in China Mobile network to realize the centralized automatic configuration and checkup for tier-1 backbone bureau data in core mobile network, it fully met the design requirements, alleviated the pressure of nationwide maintenance personnel, cut down the operation cost (Opex), enhanced the accuracy of bureau data configuration. It played the active roles in decreasing subscribers’ complaints and enhancing their QoE (Quality of Experience).
