The electrical communication network for power distribution is used to support and protect the power system with safe and reliable. The communication network uses a variety of communication technologies, a variety of manufacturers, a large number of nodes, carrying variety business and always in poor working conditions. So the failure probability of the network is high and the operation should be efficient. A system should be designed to help the operator to diagnosis the fault of the network.In the paper, the design of the overall structure of the system is described. The system uses the B/S structure and has four layers that is adapter layer, data layer, application layer and interactive layer. The electrical communication network studied in this paper uses EPON and Ethernet for industry. The technology of warning and fault diagnosis based on self-defined rule is proposed and described in detail after the analysis of the EPON network characteristics and transmission principle. A fault push module is designed according to the need of Real-time fault diagnosis. A module for parameters maintain is designed according to the need of rule maintain and performance parameters maintain. A adapter module is designed according to the need of data collection. A module for fault analysis is designed according to the need of fault processed.The implementation of early warning module, fault detection module, regular maintenance module, fault management module, fault push module and adapter module is described by class diagram. The properties and methods of the modules’classes is introduced in detail.The system has been deployed in Xiamen power communication network. The validity, reliability and accuracy of the system is approved by calculating accuracy of early warning and fault diagnosis, the number of network failures and the mean time to repair a fault.
