On January 2009, Ministry of Industry and Information Technology of the People’s Republic of China (MIIT) issued the 3G licenses to China Mobile, China Telecom, China Unicom. Surrouding the developing ideas of taking the construction, operation and evolution of TD-SCDMA as the core and critical part, China Mobile launched the construction work of expanding the third and forth phase of application of network technology of scale in Taiyuan and other cities According to the the approval of MIIT and requirements of developing TD-SCDMA and promoting the maturity of TD-SCDMA industry and service development by every means.The work in this paper firstly elaborates and analyses the urgency and importance of China Mobile’s TD-SCDMA network from the view of macroeconomic policy, and then analyses China Mobile’s external envieonment and internal situation.It describes the strengths and weaknesses of the technology by introducing and comparing three kinds of 3G system briefly, and focuses on TD-SCDMA system’s basic overview, key technologies and the status quo.It illustrates from current network structure, sprcial optimization, the GT shunt and the application of new technologies in this paper.Firstly, the paper starts with the planning structure of TD-SCDMA network in Taiyuan, and summarizes the network problems of currently phase, including key index analysis, the retention index analysis, voice quality analysis and switching analysis by invesgating the exsiting network running index; Secondly, it focuses on the implement on a term-by-term basic and the estimaion of the effect which both optimize from the above points; Thirdly, it advances GT diversion methods, implementation steps and effect assessment methods by combining the GSM network; Finally, it introduces the use of part of the new technology, to solve the problems of current network.
