For the past few years, non-conventional emergencies happened frequently. These things not only lead to a fearful threat to the safety of people’s life, but also result in significant economic and property damage directly. At the same time, in the context of economic globalization, the probability that our country will be affected by other countries became more and more big. In this case, it’s very important to estimate the emergency correctly, make good decision and build appropriate solution according to the objective situation of emergencies.In this paper, the theory of Knowledge Element is used for describing the context of non-conventional emergencies and matching of emergency knowledge Element and context knowledge Element when the emergency happened. At the same time, according to the issue set resulted in matching of emergency and context and the reason of issue set we can deduce the objective-task set, distinguish the priority, integrate solutions from different levels. Experts will analyze the feasibility of the solution. Finally, the context-driven solution of non-conventional emergency was produced.In this paper, information of non-conventional emergency and context can be integrated rapidly. Author proposes a decision-making process based on context-driven. This method can avoid the subjectivity of non-programmed decision, improve the adaptability of emergency solution, reduce time of implementation, increase the speed of response and has a higher value in theory and practice.
