The growing population aginghas become inevitable with the economic growth. There is a lowered resistance and encumbered movement with age which makes the old people easier to be sick..Surveys indicate that one-child parents are still in the majority which leads to the lack of the care to parents because of the busy work or their own families of the children. Consequently there has to be some kind of way to the parents care. It is a matter of utmost urgency. Traditional monitoring system is based on the wireless sensor network which is all carried out without any consideration for the professional knowledge of doctors and the wishes of the old people and guardian. This paper introduces a novelty scheme for the monitoring system.This paper sets up a multi-agent system which includes a environment agent, a elderly agent,a guardian agent and a physician agent, based on the monitoring task towards old people. The knowledge representation and the decision-making methods for the agents have been studied particularly. This system takes advantage of the notes of the wireless sensor network and furthermore supports the knowledge representation,reasoning and the decision-making for the agents.This papers proposes a method for knowledge representation based on frame which effectively regulates various types knowledge(the truth, procedure and rules). The frame represents kinds of knowledge in the same way and furthermore gives the reasoning results for each agent.Meanwhile, the suggestions to the old people are based on the ideas of the elderly, the guardian and the doctor. It leads to the different demands. Therefore, it is necessary to make decision during the reasoning results for the monitor to old people. This paper gives an argumentation framework based on attack strength based on the idea of weighted argumentation system. The decision-making method is given afterward. The method assigns the strength for attacks and proposes the decision-making rules. The argumentation framework based on attack strength and the decision-making rules tackles the argument evaluation in cyclic attack for debate decisions on a degree. A universal solution is represented which deals with the knowledge inconsistency in the system.Finally, this paper sets up a monitoring system which is based on the structure ofB/S(Browser/Server), local server and database. The system provides the functions to login the system and view environment information, reasoning results and decision-making conclusion for users(old people, doctors and guardians). When something is wrong, the system would send messages to guardians.
