With the rapid development of3G network and smartphones, the mobile video monitoringsystem based on3G network is popular to businesses and users. The traditional video monitoringsystem is restricted to the space; it must be realized in a supervision room. This paper realizedthe mobile video monitoring system with the smart phone and3G network, the supervisior couldview surveillance video where are converaged by the3G network with a smartphone.In the mobile video monitoring system based on the3G network,3G network has theinstability and the sensitivity to environment outside, which affects the transmission of the videoinformation. In order to solve this problem, this paper used the newest video coding standardH.264compression coding and used network video adaptive transmission strategy to ensureimage quality of video transmission, besides the distribution server platform was used to ease thepressure of the monitoring center server. The main research contents are as follows:(1) The encoding and decoding principles of video coding H.264are researched carefully.This system analyzes the feasibility and advantages of mobile video surveillance system basedon3G networks which using H.264standard.(2) This paper analyzed the limitation of the conventional adaptive arithmetic which causedthe system insensitive to the real-time changing of wireless network and put forward a newadaptive arithmetic for video transmission. We added a delay factor to the formula of codeelement rate based on the conventional adaptive algorithm. It could adjust code element ratequickly to adapt the changing of the state of network and make the network transit to full loadstate from idle or block state placidly. This way can not only assure the quality of video, but alsomake full use of the network resources.(3) This paper imported the platform of distribution server, which effectively eased thepressure of monitoring center server. It elaborated the structure and working principle of thedistribution server under the technology of CDN and P2P separately in detail. Besides, came up with a network structure which based on CDN and P2P mixing streaming media distribution tomake both the two technologies combine effectively. This structure could make the distributionserver platform work more efficiently.Based on the above theoretical knowledge, we designed the telecommunication company’s"Tianyi scene" monitoring platform. First, the paper analysised design requirement of the projectcarefully, and explained the complete framework of the whole platform and the functions ofevery module of the system in detail, then introduced the work theory of the whole systemcompleting the vedio supervision. Afterwards, we described the designation of the front-endsystem of the supervision platform、monitoring cente system and the mobile client software; Atlast built the whole supervision platform and test the system.
