With the continuous emergence and application of emerging technologies,China's manufacturing industry has undergone a dramastic change in the past decade. In the process of constantly adapting to the fast-changing social needs and fierce competition, manufacturing companies gradually developed from winning by quantity to winning by quality. With their increasing awareness of quality, more and more manufacturing enterprises began to pay attention to the normalization and standardization of production, and the standard operating procedure has come to the foreground. However, while being applied to standardize operating procedures, the standard operating procedure itself has not achieved standardized operation in terms of its production process. This is because many companies‘ main focus is on the optimization of production lines, when due attention is not paid to the compiling of standard operating procedure before production, which when is often coupled with the lack of special production softwares, leading to the increasingly prominent problem that the execution of this work is rather chaotic. This paper studies the entire operation process of company A's standard operating procedure from document compiling to production line application.Taking the standard operating procedure as the research object,it uses the relevant theories and techniques in industrial engineering, and applies site inspection and questioning techniques. It is found that in the operation procedures of standard operating procedure compilation, issuance and management, there are problems such as cumbersome production operations with excessive reliance on empirical methods, large file size which result in inconvenient sharing and slow release, and heavy tasks handled by weak management. This study then analyzes the causes through the fishbone diagram, and combines it with the demand analysis to put forward the following proposals:(1)Use ASP technology to design and develop a system to compile and manage the standard operating procedure.By taking advantage of the technology, the company can reconstruct functions such as standard operating procedure compilation, issuance, and management on the Web side, and eliminate, combine, rearrange, and simplify specific operating steps involved through combining the ECRS principles. In this way,the company can reduce the difficulty of operating each work, simplify the production process, improve the issuance efficiency, and strengthen the management ability.(2)Through the standard operating procedure compiling and management system, unify various operation platforms, realize the smooth connection of various functions, use network links to replace file transmission, use pop-up prompts to restrict various operations,so as to promote the overall operation process to be standardized, efficient and reasonable.(3)Provide information support for document compiling and work deployment with data analysis, which is supposed to reduce the reliance of operators on empirical methods.Through the Microsoft Access database management system and data mining technology, the data in the operation process can be collected and sorted out,and effective information can be mined, providing the basis for production decision-making and work arrangement.According to the improvement ideas, the improvement scheme was proposed and implemented.Eventually, the design and development of the standard operating procedure compiling and management system was completed, and the problems existing in the compilation, issuance and management of the standard operating procedures were solved.Through comparing the operating conditions before and after the improvement,it can be found that the operating efficiency and operating quality have been significantly improved after the improvement.
