Meteorological science and technology project management evaluation system is an important means to promote science and technology of meteorology strategy is a powerful weather economic and meteorological scientific and technological achievements, the industrialization of protection. Therefore, it is necessary to design a set of Meteorological Research Project risk evaluation index system and the establishment of the system on the basis of project risk assessment subsystem. Objective assessment of project risks, and provide the basis for the scientific research project decision-making.Firstly, using software engineering principles and methods of Meteorological Research Project risk assessment subsystem needs analysis, to come to the project management business processes, relevant user, the functional modules required. On this basis, proposed based on the NET Framework technology, system architecture design of B/S three overall solution, select oracle10g system database and detailed design of the database from the logical database model, data flow, while optimize the data storage, query, and a detailed design and implementation, the system’s security mechanisms, explore the user interface of the system, the system function modules. The system has been put into trial operation in good condition.In the development system at the same time, the project risk assessment indicators and system in-depth study, first of all from the domestic and international research projects, evaluation criteria, evaluation indicators and evaluation methods were elaborated and the project risks, as well as assessment of the project in theory were analyzed. Starting from the uncertainty of the risk factors, the proposed quantitative, qualitative evaluation and analysis of risk factors.5W departure from the project decision tree based on the analysis of risk factors at home and abroad Index System of the status quo, combined with the characteristics of meteorological sector projects. The results show that the model has a certain practicality.Finally, the paper is summarized, and future research work is prospected.
