Because of its limitations, the traditional taxonomy has been unable to meet the development of modern information organization. Under the environment of network, a more refined and orderly, intuitive and clear classification system is needed, and this classification system needs to have dynamic characteristics and strong abstraction epitome ability.Ontology can refine the semantic relations of resources clearly, descript the concept of information formally, construct a model which is understandable to computer, and provide a visual search interface. So it plays a key role in the transformation process from the traditional taxonomy to new knowledge organization systems. And in the semantic web environment, to build domain ontology, realize the transformation and resue of knowledge, we need to express the structure and content of the controlled vocabulary in a specific form. This needs a language which can be understanded by computer. Proposed by W3C, SKOS can describe the complex semantic relations of resources, and it has certain semantic expansion ability. It can provide a powerful and simple way for the expression of knowledge organization systems. Through descripting the controlled vocabularies formally,SKOS could make the vocabularies readable to computer, and promote their sharing and reusing in the network environment, finally realize the interoperability and semantic interchange of resources in semantic web.This paper researches and analyzes the main content of knowledge organization system, developing system and relevant applications. After analyzing the necessity and feasibility of reforming traditional knowledge organization system, it presented constructing new knowledge organization system based on the traditional classification with relevent standards of SKOS. Then it describes the concept and semantic relationship of ontology model, and builds a simple ontology of classification using Protege which is an editing software of building ontology. Finally, the built ontology is evaluated. In the process of the conversion from classification to ontology, the semantic concept and hierarchical structure of classification system are precipitated, the concept framework of "Chinese library classification" is defined with SKOS standards, and the semantic relationships of these categories in classification are descripted in detail.Then after the corresponding classes and attributes and examples are added into corresponding ontology modules, a concise ontology is completed. In short, this paper built an ontology based on traditional classification with the relevant standards of the SKOS and evaluated it. Finally it realized the interoperability and semantic interchange of resources in semantic web basically.
