Semantic Web is an extension of the current Web in which information is given well-defined meaning, better enabling computers and people to work in cooperation. But ontology describes these semantics. Ontology building is the key link of achieving Semantic Web. At present, ontology building is still based on handwork, therefore, how to build ontology conveniently and efficiently is deserving of research. A new ontology building method is proposed based on analysis of the existing ontology building methods and ontology learning technology.The relevant theory of the semantic web and ontology is introduced, and ontolgy learning for the semantic is studied. Combining the thinking of Cyclic Acquisition Process and the method of ontology learning for the Semantic Web, and using Software Engineering Modeling, a spiral model of ontology building method is proposed. The method is consists of four parts: ontology importing, ontology extracting, ontology generating and ontology confirming. It forms a circular and spiral rising process.In this paper, a frame of Semi-automatic Domain Ontology Building for the method is designed, and the prototype system is realized. The experimental result reveals that artificial participation is reduced, ontology building efficiency is improved, and the quality of ontology building is ensured to certain extent.The paper is one of the achievements of the project "Ontology Integration Mechanism and Application Pattern of Intelligent Semantic Web Services"(60672031) and "Research on Key Techniques in Semantic Web Intelligent Service Based on Ontology Integration"(20072142) supported by National Nature Science Foundation of China and Liaoning province respectively.
