In order to adapt to different communication environments and to meet the user’s broadband and intelligent demands, various wireless access technologies have been developed. There exists complementarity among different wireless networks, so an appropriate integration of these kinds of networks will enable mobile users to suit their needs by accessing the most effective access networks. WLAN and LTE, respectively, as the mainstream development trend of local mobile communication and wide area mobile communication, their integration will become the future focus of competition in market and technology.This paper directs at a typical application scene in which WLAN network is in the coverage of LTE network. Then it analyzes both heterogeneous location management technologies and heterogeneous handover technologies, and proposes a kind of mobility maganement solution appropriate for WLAN and LTE intergrated network.In the field of location management, according to the different states of WLAN and LTE ports in dual mode terminals, the article sets up different processes of location update and paging in different states. Moreover, it puts forwards a kind of hierarchical Proxy Mobile IP location management mechanism, in which UE in different paging areas adapts different location update process. At the same time, MAP introduces two timers and then chooses paging mechanism corresponding with the state of timers, which effectively reduces the signaling overhead of location update and paging. The research of handover management is analyzed from the aspects of trigger mechanism, network selection mechanism and authentication delay in handover processes. Then a network selection mechanism that takes serving network as a kind of candidate network is proposed, which reduces unnecessary handovers and ping-pong effect as well. Forthmore, according to the analysis of anthentication delay in heterogeneous handover, it proposes a kind of hierarchical authentication mechanism combined with Mobile IP called HA-PMIPv6, in which UE moving in different areas uses different acthentication processes. Meanwhile, both MAP and AAA-v introduce Authentication Vector Management recording anthentication related information about UE, which avoids interaction between UE and AAA-h. Because of carrying binding update information in the authentication signaling, HA-PMIPv6 scheme can help to further reduce the handover delay.
