In April 2009, the "New Healthcare Reform" is issued. The document which is an epoch-making significance of the milestone for medical and health care, emphasizes to protect our residents’ health for the first time. It emphasize to solve the problem of seeing doctor just as visiting doctor being difficult, expensive and time-consuming, and encourage to promote a new resident treatment mode which is being called "disease in the community, serious illness in the hospital, rehabilitation and return to the community,". With people’s material and cultural living standards rising, the demand for health is growing, and the concept of medical service is changed from "disease-centered" to "patient-centered". A new medical service model will be formed, in which both medical staff and patients, at anytime, anywhere to provide and accept personal medical services with "people-oriented" conception. By integrating appointment, registration fees, out-patient clinics, pharmacies, follow-up, diagnosis, health advice and other medical information service system to be an application platform, the model will be realized. And the trend of Medical information system such as standardization, integration, regionalization, the development of wireless mobile, provide the possibility of the realization for this service model.This thesis presents a new personal mobile medical information service mode with the use of mobile communication networks, integrated health information network technology and information integration technology to form a integration platform, in which The patients may receive the message of the doctor’s orders, prescriptions, etc. at any time and the doctor alsoFinally, the thesis elaborates how to realize the model with the theory of project management. By analyzing and evaluating the various risks in the process to integrate the information systems, we take corresponding risk management methods to ensure the success of Integrating systems project. This thesis is the result of topics of commitment from the tutor of the National High-tech R & D Program (863 Program) of China (No.2008AA04Z127) "Mobile environments’ enterprise integration of new technologies".
