Energy resource structure being rich in coal, poor in petroleum and natural gas determines that our coal-based energy consumption structure will not change in the coming period. The quality of coal is not only a key factor for sustainable development of coal enterprises but also an important guarantee for efficient coal processing and utilization and energy savings. Coal quality test is the key means to test the quality of coal. National supervision and test center of coal quality (Xi’an) has the functions and tasks of national coal quality regulatory, the improvement of standards and means of coal quality management is essential to adapt to social development and reform. Utilization of information technology for coal quality inspection and analysis management is an important trend for coal enterprises to strengthen the quality management of coal. Based on the demand of coal quality supervision and inspection management, coal quality inspection and management information system was designed and developed by means of information technology to share data resources and improve the efficiency and level of the quality of coal supervision and inspection management.Based on analysis and summarization for development and application of status and existing problems of domestic coal quality management information system, development and design principles of coal inspection and management information system were proposed. System function modules and requirements have been scientifically divided with combining of coal quality supervision and inspection requirements for management. Coal quality management information system was successfully developed by using structured development methodology, and C/S network architecture development model, MYSQL database and adobe flex, SQLYOG and other development languages and tools. The system modulars of coal inspection and business management, data review, coal quality management, personnel management module, has designed and developed by modular design method based on systems development principles of customer first, innovation, security. Audit and forecasting of inspection data was achieved by the linear regression method. To enhance the construction of system security, MD5method encrypting data was adopted in test datatransfer process.The running test show that the whole system is running stable and easy to be operated.The adoption of the MYSQL database improved the system processing speed. The applicationof open source software improves the applicability, scalability of the system, and reduces thesystem development costs and future maintenance costs. The application of managementinformation system improved work efficiency and realized comprehensive utilization of coalquality test data.
