With the rapid development of the photoelectric information, network communi-cation technology, microelectronic technology, video compression technology,Intelligent image technology,People’s demand of security and defense is growing, Thenetwork video surveillance become an important way in the field of securitymonitoring.The Internet is a delay jitter network. In particular, when network isblocking,it may cause the video data playback delay, jitter of the screen, mosaic andother phenomena. it is difficult to meet the requirements of real-time networkmonitoring.Therefore the development of a real-time network video surveillancesystem is an inevitable requirement.This paper design the network monitoring system which is based on the TCPnetwork transport protocol. Main tasks are as follows: Firstly, this paper researchedthe principle of system monitoring, the hardware platform of system and the overallarchitecture of system.The system framework is made up of the service terminalsystem, the landing platform of YiShi Net and remote monitoring client. The paperdesigned the landing platform of YiShi Net for the disadvantage of dynamic domainname Remote Access. It is logined by ID without the domain name settings.Thislanding way is stable,easy to operate, easy to set.Then this paper researched the keytechnologies which implemented the low layer software of system.It include theestablishment of the WEB server, the H.264decoding module, the video displaymodule, the module of a controling method for the I-frame of video data real-timetransmission and system scheduling module. The controling method for the I-frame ofvideo data real-time transmission is proposed based on the characteristics of the H.264decoding for the shortcomings of the Internet delay jitter. The method improves thequality of real-time transmission of network video data. The low layer software ofsystem is developed. It include DVR server,web landing, the realization of the clientand the client module function. A friendly interface, easy installation of clientsoftware is developed. And there are many functions in the system which includemulti-channel video surveillance system, remote PTZ control, user settings, motiondetection and so on. Finally, The test results were presented, the paper summarizes thework and presents prospect.
