With the development of computer technology, communication technology of the network and multi-media technology, network video conference system is reducing the strong dependence on traditional dedicated network and changing to utilize software instead of hardware facing general users. This kind of development is a technological focus of the network video conference system of modern information-intensive society. This thesis focuses on making use of software to realize the treatment of the streaming media, in order to replace the hardware in the traditional network video conference system.The thesis has introduced the type of the network video conference system and composition, domestic and international research situation and development prospect in the future, and has analyzed in realizing the agreement that the network video conference involved and relevant technology. The thesis makes the difference of schemes under the available B/S mode to realize network video conference. And by choosing Java multimedia frame JMF as the developing platform, the thesis has put forward a kind of feasible systematic design plan of network video conference. JMF offer one common API to visit the ground floor, and for the treatment of time-based media it gives one unified system structure and message communication protocol at the same time. The seamlessly extensive function of JMF may support additional content types and formats, optimize handling of supported formats, and create new presentation mechanisms. With the superiority of Java platform, the system can "write once, operate anywhere". The thesis adopts JMF to realize the treatment of the multimedia in the network video conference system after analyzing structure of JMF and operation principle.Applet technology has offered good support for development of the systematic interface in Java, the system utilizes it to support and develop the esthetic, succinct and practical systematic interface. Effect pictures of some systematic interfaces realized are provided in the thesis.The thesis steps forward in the network video conference system, has made detailed explanation and provided the concrete solution in difficult points of key technology such as the synchronous and systematic security of the video, etc. To that the sound, video adopt the time-stamp method to solve in step, but adopt signs in figure to realize to system security. Also at the same time the thesis designs and realizes relevant subsystem meeting management and electronic whiteboard of the network video conference system.
