With the development of information society, information technology office has become the primary means of educational administration. The increasing number of students is bound to increase the academic management of colleges and universities. So,the educational management system is the critical key to manage and coordinate the various relations.Tianjin Open University serves the various functions of school management, curriculum management, practice management, teaching materials management, teaching project management, scheduling elective management, performance management, teacher management, and graduation examination management. This article designs the educational management system, anal sizes the academic administrators’ and students’ needs, and systematically plans the four functional modules of academic affairs management, teacher management, class management and course management.gives the system E-R chart, The system are given the E-R chart, as well as the management of students and students course of E-R chart, the corresponding data table to carry on the design and shows that the system security design. Finally through teacher management module, educational planning management module, class school year management module, and the course of operation management module to describe the flow chart of the system.The system adopts the B/S structure, uses the Microsoft’s Windows Server 2003 Web server selection and the SQL Serve 2005 database server, and the language is C# which is quite popular nowadays.ADO.NET technology is used to achieve connection and the running speed of Web servers and efficiency of database operations are improved. At present, the system has been put into trial operation.
