| In recent years, with the aid of the advanced information technology, SCM (supply chain management) has been becoming a prospective management pattern. As an advanced business management pattern, it adapted enterprise development and the cross enterprise cooperation demands. Along with the Tide of Information Globalization and the depth development tendency of most colleges and universities, flowing and disposition of resources between schools and campuses have been greatly strengthened. The development of universities is also facing more challenges and opportunities. How to combine and optimize resources has become a key to a considerable development of universities. Under such new environment, to improve management capacity, university logistics may introduce advanced management pattern.Science 1999, the Socialization Reform has obtained notable successes. Since the bottlenecks which restricts universities’ development have been broke initially, the infrastructure conditions of universities have been improved, university development has been safeguarded, logistics system and the administion management of the universities have been separated basically.University logistics entity runs stably, and the reform proceeds more deeply. University logistics management displays the importance of its modernization after it has been socialized. The function of university logistic work has been transformed from a welfare service into a commercial service after reform. University logistics includes many business enterprises, which may bring new problems to logistics management under the Market Economy. Since the second half of 2006, food raw materials’ prices has been uprising continually on a national scale. Especially since the first half of 2007, take the pork’s price as a representative, food raw materials’ prices has been uprising sharply, which brings unprecedented difficulties and pressures to the university logistic service and management. It’s imperative to use advanced supply chain management theory in the process of constructing a new pattern for university logistics service. Numerous literature materials and actual practices indicated that in the process of supply chain management, the logistics, information and cash flows throughout the entire process of the supply chain implementation. How to control and the manage the logistics, information and cash flow effectively, is the key to the success of the implementation of the supply chain. This paper discusses university logistics supply chain management and its application from 3 aspects: logistics management, information management, and capital management. Several study methods such as Document Index, Theoretical Analysis, Systematically Analysis and Example Analysis are used in this paper.After using related knowledge in management science and combining the theories of supply chain management, detailed implemental strategies of university logistics supply chain managemen based on Supply Chain’s Material Procurement Management, the Choice of Supplier and Stock Management are given in this paper: Bonding electron commerce and INTERNET related knowledge, use the method which the theoretical analysis and the system analysis unify, constructed the college rear-service supply chain’s information support system frame.Using the management knowledge and economic related knowledge, union college rear-service finance present situation and faces problems, system analysis college rear-service group half close fund centralized management pattern. Finally, this paper analyzes the process of constructing Zhejiang University Logistic Materials Flow Unitive Center, its functions and its future developing directions, by research in the data of some university canteen’s uprising food-prices, using theories study and example analysis, combining the analysis of logistics management pattern of the same university, to made it a reference to the reform of China university logistic material flow system. This paper points out that the reform of university logistics management will help universities to unify and integrate its logistic businesses. This is advantageous to saving the cost, sharing resources of extracurricular enterprises, university logistic departments and other departments in supply chain of the university, thus to win the goal of multi-win. |
