Human resources are the employees’ quality and ability which could promote the economic and social development.Teachers are the human resources in education.The loss of the teacher-human-resource is divided into dominant loss and recessive loss.The dominant loss is intuitive,which focus on the faculty mobility.Teachers’ recessive loss is more secretive and more important. The teachers’recessive loss caused the enormous waste of education resources.Some teachers enjoy the all kinds of treatment provided by the countries,but did not make full use of their own quality and ability. No can do a teacher should have responsibility. To the school to bring immeasurable negative effects, research has practical significance.This thesis from the teacher human resources present situation of the recessive loss characteristics, and the education effect of impact analysis, through visit the education administrative department, school administrators, students, individual teachers and so on the different crowd, interview to understand the basic situation of the case, at the same time, in the form of questionnaire survey for the school high title teachers, young teachers at the beginning of the new teachers, and the urban and rural middle school and so on the different groups, different parts of the teachers to field survey, and strive to research object, on the analysis of the representative find teachers recessive loss causes and features. Combined with education, education management, teachers’ psychology related theory to teacher recessive loss situation of reasonable Suggestions and countermeasure: Efforts to ignite the teacher positive work enthusiasm, build the healthy growth of teachers human environment, create a harmonious teachers up teaching atmosphere, in the policy, to improve treatment, quality management, professional lead, for education managers effectively discover and use the existing teacher resources, change talents quality teachers provide new thinking.
