Basic education accounted for significant position in the educational process of a person’s life. Junior high school is the beginning of secondary education and the students are in adolescence which is a critical period of development stage.There is a unique advantage of basic education on the training in scientific literacy. To build an innovative country, train rational structure and culture quality of creative talents is the mission of basic education. Given the current implementation is too narrow of University of Professional Education. The primary school and the secondary school implementation education are too narrow. There is actual character development was inhibited. We must vigorously promote scientific literacy education. The academia research about this was too small. So, the subject of this study is the junior high school students’biological science literacy levels. I do several parts of work about this research, at first I analyze the theory of the biological science literacy, then I do some surveys and find out the questions form the data, finally I propose some tactics. On the basis of the relevant literature, the author discusses the definition of scientific literacy. The biological science literacy consists of five parts. There are biological knowledge, biological methods, biology capacity literacy, biological consciousness literacy and biological quality literacy. China is still in the exploratory stage and the initial stage of scientific literacy survey. The author in accordance with the spirit of the junior high school biology curriculum standards and with reference to the2001public scientific literacy survey preparing questionnaire to measure biological science literacy level of three hundred junior high school students in Shizhu country. Analyzed the data get that students’biological science literacy level is low, Biological awareness is not enough, biological capacity is poor and they are lack of innovation. On this basis, I analyze that the unreasonable education concept hinders the students to form good biological science literacy, the students’ biological information literacy level is low because they the channels where they can gain scientific information are having limitation, and the subject of education science literacy awareness is so light that it influences the development of biological science literacy. There are some other factors affect develop scientific literacy such as family, school and society. Through research and think deeply the problems about biological science literacy I propose some suggestion:At first we need to create a fully environment. Then we need to improve teachers’biological level of scientific literacy. Last we can transform teaching ideas, innovative teaching experiment, fuse biology and other subjects, develop bio-teaching resources, add to the bioavailability of teaching practice and carry out the research study. The above recommendations can improve the biological science literacy level of the junior high school students.
