"Guidelines for Kindergarten Education (Trial)" promulgated in2001pointed out clearly that the urban and rural kindergartens should cooperate closely with the family and community, make use of a variety of educational resources integrated, and create good conditions for the development of young children. At present, rural kindergarten’s local curriculum resources development and utilization was concerned and taken seriously, but there are still some serious problems, such as the teacher’s lack of knowledge of the local curriculum resources, the poor sense of development, the lack of confidence, ignoring the development and utilization of the resources of families and villages, the lack of the corresponding support of parents and related administrative department of education. However, the development and utilization of local curriculum resources in rural kindergarten has a very important value, not only can help to improve the professional qualities and abilities of the kindergarten teachers, promote their professional growth, but also can enrich the knowledge and experience of the rural child and promote all aspects of their physical and mental development. the unique significance of the development and utilization of local curriculum resources is that it can inspire children concern and love the culture of their home, formate spiritual identity of home culture, laid a foundation of their formation of good character and cultivation of complete personality. In addition, it also conducive to the heritage the protection of traditional culture in rural places. In view of the contradiction between the many practical problems of development and utilization of local curriculum resources in rural kindergartens and its educational value in all aspects, this study suggests the necessity and importance of investigating this issue.This study uses the method of Action research, supplemented by methods of literature, interviews and observation to collect information and analysis them. On the basis of investigation and Analysis of kindergarten A’s present situation and its problems about the development and utilization of local curriculum resources, researcher and cooperative teacher takes three (persimmon tree, fireworks, hopscotch) representive local resources as examples, do practical exploration about the development and utilization of local curriculum resources, and put forward some practical advice.The research mainly consists of four parts:1. Foreword.The reasons of elaborated topics, presenting the purpose and significance, combing the relevant literature,defining the core concepts,mentality and methods of the research.2. Current situation and problem alaysis. It uses the methods of interview, observation and in-kind collection to investigate the Current situation and its problems of kindergarten A in Gaoping.3. Action research. First, Develop an Action research plan;then,do Action Research in kindergarten A,it follow the course of ready-implementation-reflection-adjusting-implementation-reflection, At last,take a summary.4. Practical suggestions. In base of the Survey and problems of this issue,as well as the process of the research, the study put forward some practical suggestions from three angles of kindergarten’s teachers, internal managers and external support.
