With the launching of the national elementary education curriculum reform and the promulgating and implementating of the "Kindergarten Education Reform Summary (on trial)", Kindergarten set off a new round of curriculum reform wave. Urban and rural kindergartens are encouraged to make full use of local educational resources in order to build an appropriate curriculum, which is providing an opportunity for the development and utilization of local cultural resources. However, current kindergarten has some problems such as lacking of an understanding of local cultural resources, weakness in of curriculum development awareness and limited in curriculum integration. Coapled with that educational administrative departments lacked the appropriate policy guidelines and the parents lacked the corresponding knowledge and ability. So it is especially urgent for the kindergarten to develop and use the local cultural resources. In addition, to develop and use the local cultural resources in the kindergarten curriculum can stimulate the attention and love of children on the home culture, cultivate the children’s feelings of love for their hometown, which achieve the purpose of heritaging and promoting the local cultural. Therefore, the local cultural resources have rere value for the curriculum development and utilization.This research mainly used the action research method, and supported by other methods such as documentation, observation and interviews, to gather and analysis information and datas. Based on the construction of developing and using local cultural resources in the kindergarten curriculum, this paper takes Dujiangyan water culture as the breakthrough point, with a practical exploration in the cooperated A kinaergarten in Dujiangyan, and provides a reference for the kindergarten curriculum in how to develop and use local cultural resources.This research mainly consists of five parts:1. Questions raised and literature summary.Elaborating the fundamental problem of the research, reviewing the literature of relevant research, puting forward the research purpose and significance, and then clarifying the research mentality and methods.2.Cultural Interpretation.Base on the collected data,this part interpretes and analyzes the content and the unique educational value of Dujiangyan Water culture.3.Theory construction, supported by the relevant theory, and according to the characteristics of Dujiangyan water culture, the kindergarten curriculum as well as the characteristics of children’s physical and mental development,this parer constructs the theory of local cultural resources in the kindergarten curriculum development and utilization,from the curriculum target, the choice of content, and the strategies and evaluation of implemention and so on.4.Practice and exploration.The action research will be based on the Theoretical conception. First of all, having an understanding of the development situation of Dujiangyan A kindergarten’s local cultural resources, finding out the advantage and the existing problems, and analysing the causes of the existing problems; Then, taking Dujiangyan water culture as the breakthrough point, according to the action process of preparation,implementation,adjusting,reaction and reflection, carry out the practice and exploration of the local culture in kindergarten curriculum development,and involves the priciple of reflection and improvement,the combination of theory and practice in the whole research process.5.Thinking and suggestions.Think on the basis of the theory construction and practical exploration, this part draws the conclusion and puts forward the proposal of local cultural resource in the kindergarten curriculum development and utilization, in order to gave references to the future researches.
