One of the important missions of the school is creating safe learning environment for students’ friendly coexistence. The Ministerial Council for Education, Early Childhood Development and Youth Affairs of Australia issued the world’s first National Safe Schools Framework(NSSF) in2003,and then implemented it.According to the NSSF, Australia started to carry out the construction of safe schools, commit to transform the traditional primary and secondary schools to be the safe school communities to solve the school bullying, school violence, school harassment, child abuse and neglect.The NSSF has achieved certain results in nearly10years of implementation.This study begins with the analysis of background of the NSSF, has a deep research on the NSSF’s main content and the implementation effect, and selects two different kinds of schools to make analytical thinking, then analyzes its value orientations,content features, implementation features, feasibility. Finally, the study makes some suggestions for the the construction of safe schools in China.The study consists of six parts:First part:The background of NSSF.This part analyzes the NSSF’s international and domestic background in details. Stimulated by the European countries’ safe schools construction legislation, Australia proposed the idea of building safe schools.However, domestic states and territories’ original bills, policies are difficult to meet the actual needs, promote the generation of NSSF objectively.In addition, Liberal government takes the reform of basic education as a way to re-enter public opinions to maintain its ruling position, accelerates the introduction of the NSSF. But the root cause of the NSSF, still need to return back to the Australian primary and secondary schools are facing the growing psychological security problems such as schools bullying, school violence, school harassment.Second part:the NSSF’s basic content. This part describes the NSSF’s content system.The NSSF’s basic content mainly includes "the specific objectives of the safe school construction","the implementation guidelines of the safe school construction" and "the key elements of the safe school construction" and "the implement basic process of the safe school construction". the specific objectives of the safe school construction are from the school safety is facing practical problems, including to reduce the risk of bullying’s happening, prevent the occurrence of school violence, and eliminate potential threats of school harassment, supply support to the solution of the child neglect and abuse. Based on the themes of the NSSF, the implementation must adhere to mandatory, participation, objective and symbiotic principles. To help schools implement the NSSF better, the NSSF puts forward the nine key elements in implementation from students’ wellbeing, school leadership will, behavior management and so on, and then traced out five basic implementation proceduresThird part:The effect of the NSSF’s implementation. This part analyzes the positive significance of the NSSF. In nearly10years of implementation, the NSSF has achieved the good effect.Preliminary established official resources as domination, unofficial resource as supplement and other free organizational resources as references to the safe schools construction resources system, easing psychological security pressure which represented by school bullying, school violence, school harassment.At the same time, improving teachers’ professional ability to solve the psychological security problems. In addition, strengthening the students’ awareness of friendly relations from the curriculum value-oriented reform and civic education curriculum reform.Fourth part:A case study on the implementation of the NSSF.This part aims to study the NSSF’s specific implementation and show the enforceability of the NSSF through the micro-level.The study selected Samford Valley Steiner school and Friend school as cases, analyzed two schools’implement the NSSF in goals and procedures,then make a comparative research on implementing agencies,implementation approaches and execute procedures.Fifth part:The evaluation of the NSSF.This part includes the NSSF’s value orientations,content characteristics, implementation characteristics and feasibility analysis.the NSSF’s value orientations are from phenomenon orientation, tool orientation and finality orientation, which are caring for life, building a harmonious multiculture and pursuing equal opportunities in h-quality education.The NSSF’s content characteristics are mainly subjects of humanity,ideas of the practical needs and layered structure system, and its implementation characteristics are mainly open and inclusive process of construction, flexible ways of construction and orderly implementation steps.To prove the effectiveness of the NSSF, this part makes the feasibility analysis from the NSSF’s benefit, effect and efficiency.Sixth part:The NSSF’s enlightenments for our country’s construction of safe schools. Based on the study of the NSSF’s content, implementation effectiveness, case study and value orientations analysis.This part will make some suggestions for our country’s construction of safe schools in ideal shift,legal guarantee,implementation strategies and so on.Combining the NSSF and our country’s reality, the study proposes the following recommendations:Updating the concept of school safety to standardize security value;developing and implementing the series of campus security acts to regulate the psychological security; emphasizing school safety assessment to highlight the main themes of construction target; strengthening dynamic research to focus on the process of construction of safe schools; calling for multi-involvement to make concerted efforts.
