In addition, on the one hand, owing to the benefits difference between the teachers and schools, teachers also use the reputation of school to run tutorial classes, on the other hand, the contract between teachers and schools is not perfect, that causes "Bad money drives out good". Forth, to complete the management system of teachers and at last, to promote social equality and justice and protect teachers’basic rights.
