The public opinion is an important basis which can widely concentrate on publicwisdoms, to ensure scientific and democratic decision-making. The approaches topublic opinion expressions of educational policy, which is the foundation of effectiveimplementation of education policy, education policy adjustment and perfection. Basedon these ideas, the research question of this paper is how to collect the public opinioneffectively and efficiently and to react to education policy in order to solve thechallenge and problem faced by education field. The current literatures about thisquestion are very little and lack of systematic. This paper can not only enrich thetheoretical system of policy process researching of democratic educationdecision-making, effective implementation and scientific assessment, but also providethe operational way and tool, policy advice and theoretical reference for governmenteducational decision-making and provide the foundation of public sentiment analysis.This paper collects and analyzes the materials of the approaches to public opinionexpressions of educational policy by literature search method, questionnaire method,interview method, and case study method. This article constructs the classificationcriterion of the approaches to public opinion expressions of educational policy.According to this standard, then it analyzes the current situation and problems of theapproaches to public opinion expressions of educational policy, and analyzes the causesand proposes the solutions from “imperfection, unspecification, unsmoothness” aspectsof the approaches to public opinion expressions of educational policy. This study mainlyconstitutes the following four parts:Chapter1is introduction. This part mainly introduces the background of the issue,the aims and contents of this study, definition of the concept, the literature review andsignificances, research methods and routes.Chapter2is the construction and analysis of classification criterion of theapproaches to public opinion expressions of educational policy. This part first constructsthe ideal classification criterion of the approaches to public opinion expressions ofeducational policy which are “top-down (official), down-top (nongovernmental), out-in(traditional media and internet), in-out (professional)”, then specifically analyzing theclassification criterion combining education policy.Chapter3is the current problems and causes of the approaches to public opinion expressions of educational policy. It accords to the ideal classification criterion of theapproaches to public opinion expressions of educational policy which are “top-down,down-top, in-out, out-in”, conducting questionnaires and interviewing and combiningwith education policy case, this part analyzes current situation and problems of theapproaches to public opinion expressions of educational policy and the causes from“imperfection, unspecification, unsmoothness” aspects of the approaches to publicopinion expressions of educational policy.Chapter4is countermeasures improving the approaches to public opinionexpressions of educational policy. This part proposes appropriate policyrecommendations against the “imperfection, unspecification, unsmoothness” aspects ofthe approaches to public opinion expressions of educational policy and the constructionof net-work path.
